Message from from Tony Franklin, PSTG 2026 Board Chair
Dear PSTG Members,
I hope this message finds you well. I am both excited and deeply honored to
serve as your Board Chair for calendar year 2026. Many of you may know
that I have had the privilege of serving on the PSTG Board for the past
eleven years, previously as Treasurer and Vice Chair. During this time, I have
seen firsthand the vital role PSTG plays in our industry—bringing the vendor
community together, offering meaningful insight to CMS from the vendor’s
perspective, and helping our member companies grow through collaboration
and shared priorities.
I would like to take a moment to introduce our 2026 PSTG Board:
Tony Franklin — Board Chair
Tony Franklin is a Managing Director at EY, leading their Medicaid Practice.
With extensive experience in Medicaid systems implementations, operations,
and project management, Tony brings deep insight into the challenges and
opportunities facing our membership.
Martina Wood — Board Vice Chair
Martina has served as PSTG Treasurer for the past two years. She is the
President and Chief Operating Officer of FEI Systems. With significant
experience in Government Healthcare—including Medicaid, LTSS, and
Behavioral Health—Martina brings strong leadership and operational
expertise to the board.
Jeff Strand – Board Treasurer
Jeff is ournewly elected treasurer. Jeff is a Healthcare Business Architect with
NTT DATA Government Consulting and Advisory where he leads the
interoperability practice. He is a former and current board member of the
CMS MITA Governance Board supporting the development of MITA 4.0.
He is primarily focused on advising clients about new federal requirements
transforming healthcare delivery systems.
Colin Watkins — Board Secretary
Colin served as Secretary in 2025 and is the Director of Health and Medicaid
for Public Knowledge. His background in management and quality assurance
adds valuable perspective to PSTG’s work.
Michele Romeo —Immediate Past Board Chair
Michele has previously served as both Vice Chair and Chair of PSTG. She
brings over 35 years of experience in healthcare information technology,
with a focus on large-scale IT operations and contract management. A former
State Medicaid CIO and vendor leader, Michele now operates as Principal at
MR Consulting, LLC.
Our vision for 2026 is simple and focused: to strengthen alignment between
vendors, CMS, and state partners while elevating the collective voice of our
industry.
This past year has been one of the most active and engaged in my time with
PSTG. We now have more committees and more member participation than
ever before. The board and I are committed to sustaining this momentum,
exploring new opportunities, and continuing to deliver value to our
membership and CMS.
With changes in the federal landscape and a new administration, states are
being asked to move quickly and adopt innovative solutions. This creates an
important opportunity for PSTG to support both CMS and the states by
sharing meaningful, practical insights as they plan for the future. States and
CMS are prepared to invest in innovation, and we stand ready to help meet
those needs.
